In-Person Rental Assistance for Marin County Renters and Landlords

IMPORTANT UPDATE: As of March 15, 2022, the application portal is closed and no new applications will be accepted for the Marin County Emergency Rental Assistance Program.

If you already completed an application for Marin County Emergency Rental Assistance, you will be contacted about the status of your application.

Update: On March 8, 2022, the Marin County Board of Supervisors approved an agreement with Neighborly Software, an improved software system that will help facilitate the distribution of remaining rental relief funds in an efficient and timely manner.

This conversion will require the County to temporarily shut down public access to the program portal in order to transition all active application over to the new system. This shift may take up to two weeks. During this time the program will continue to operate and prioritize evictions related to COVID-19.

Community Action Marin can assist existing applicants with any questions or help with updating existing applications at the same location and hours in San Rafael and Marin City below.

Community Action Marin can help you apply for the Marin County Rental Assistance Program online. Low-income Marin County residents and landlords can apply to receive 100% of unpaid back rent that had been due between April 1, 2020 through the present.

This application does not ask for any citizenship information and is open to all eligible Marin County renters. Also, receiving assistance from this program does not affect public charge.

If you need help with the application, please come to one of our
in-person events:

  • San Rafael: Tuesdays from 3pm to 5pm – Community Action Marin, 555 Northgate Dr, San Rafael, CA 94903
  • Marin City: Mondays from 10am to 2pm – Bayside Martin Luther King Jr. Academy, 200 Phillips Dr, Marin City, Ca 94965
  • Registration is not required. Please bring required documents with you (see below).

Staff will be available to assist applicants who do not have access to a computer or smart phone or need additional assistance. We will also have applications for assistance with PG&E and other community resources available.

Required documents to bring:

Copy of your photo ID. You can satisfy this requirement using one (1) of the following:

  • Current Driver’s License with photograph (from the U.S. or any of its territories)
  • Non-Driver’s Identification Card with photograph (from the U.S. or any of its territories)
  • Passport
  • Identification from County of Origin with photograph (non-U.S.)
  • U.S. Permanent Resident Card
  • U.S. Certificate of Naturalization (good for 10 years after date of issue
  • Learner Permit with photograph (from the U.S. or any of its territories)
  • Work Identification with photograph

Income Documentation. You can satisfy this requirement using one (1) of the following:

  • Pay stub(s) (minimum 30 days)
  • Unemployment award letter
  • W-2
  • Bank statement (reflecting salary or reduction in salary)
  • Letter from employer (reflecting income level, decrease in income level or layoff);
  • Form 1040 as filed with IRS
  • Benefits award letter (social security, VA, etc.)
  • Self-declaration statement (can be used if self-employed or if other documents cannot be produced)

Proof of Tenancy. You can satisfy this requirement using one (1) of the following:

  • First page of current lease
  • Utility bill showing address
  • Notice of past due rent
  • Eviction notice
  • Self-declaration (if other documents cannot be produced)
